（中央社台北24日電）台北市長柯文哲今天晚間發表聲明指出，媒體記者本於採訪職責，於陳情抗議現場採訪，乃是受憲法保障的自由。他對昨晚台北市警察局侵犯記者採訪自由一事致歉。

柯文哲在聲明中另表示，他剛就任市長之際，即要求警方與各媒體溝通在陳情抗議現場的採訪SOP，警方應在現場穿上標註「媒體聯絡」背心，作為現場指揮官與媒體新聞記者間溝通協調窗口。但昨天教育部衝突現場未能依SOP進行，他將要求台北市警局1個月內，針對陳抗事件採訪SOP，與相關媒體記者組織檢討並取得共識。

此外，柯文哲表示，有關北市政府與警政署間的權責問題，北市府也會盡快於近日擬定SOP，以確認中央與地方權責區分，避免基層員警於執法時陷入為難的情況。至於昨晚事件，檢察官既已介入偵辦，盼儘速釐清相關事實真相，以安民心。

對於在教育部抗爭的高中學生，柯文哲說他以同樣身為高中生家長，想跟這些學生說「孩子們，你們勇氣可嘉，辛苦了，請保重！」1040724
